Shaukat Rana Muhammad Rafi is a photographer, independent archivist and preserver of the United Arab Emirates' cultural heritage. What began as a childhood passion for photography in the late 1960s became a lifelong mission: capturing, preserving and safeguarding the fading memories of the Emirates. Over the years he has built an archive of rare photographs, historical documents and memorabilia tracing the Emirates' journey from a modest coastal settlement to a modern global city.
That work culminated in a private museum in Dubai, where visitors can see the country's history through images and artefacts. He bridges memory and history, offering future generations an authentic window into a world that has changed at unprecedented speed. The collection stands as a testament to the resilience, traditions and progress of its people.
His commitment to safeguarding the nation's legacy was recognised at the Erth Dubai Awards — one of the largest cultural and social documentation initiatives established to preserve Dubai's living memory and national identity. He was honoured by His Highness Sheikh Mohammed bin Rashid Al Maktoum at the Museum of the Future for his contributions to the emirate's collective history.
In July 2025 he received a Certificate of Appreciation from the Hamdan bin Mohammed Heritage Centre, established by royal decree from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum as the official reference for the conservation of national heritage in the UAE.
He is an Individual Member of the International Council on Archives and an International Member of the Archives & Records Association, UK & Ireland.
68 years, in order
From a desert coast to a Gulf enterprise.
The pioneer’s arrival. His uncle reaches Dubai, then a quiet, modest coastal town, long before the city it became, and sees the promise of an emerging trade hub.
His uncle establishes the family business, the first foundation of the family’s legacy in the Trucial States.
His father, Muhammad Rafi Rana, joins him in Dubai and begins a career in banking, handling clerical work for the British Bank of the Middle East (BBME).
A family reunited. Shaukat, his mother and his brother arrive to rejoin his father, and the family puts down its roots in Dubai.
Building together. He finishes high school in Oud Metha and, with his uncle’s foundation and his father’s guidance, builds the family’s photography business, recording the visual evolution of Dubai.
The modern era. A single commercial footprint from 1958 grows into an import, export and distribution enterprise across the Gulf, four generations of family dedication.
